If you self-drive, budget for paid Fallsview lots and a fair walk down to the water.
Public options exist: GO Transit runs seasonal train-and-bus service to Niagara Falls, and coach lines connect the two cities, but both tie you to fixed schedules and a transfer or shuttle at the far end.
